Duties and Responsibilities

Summary of Key Functions:
  • Management of the GGCA joint project;
  • Maintaining strategic partnerships and support to resource mobilization;
  • Provision of top quality policy advice services to UNDP partners and facilitation of knowledge management.
The Policy Specialist will be responsible for managing and supporting the implementation of the GGCA project, as well as related Gender Team environment initiatives.

More specifically the incumbent will be responsible for the following duties and responsibilities:

Managing the GGCA joint project:
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the GGCA project, including tracking use of financial resources in accordance with UNDP rules and regulations;
  • Effective monitoring of the GGCA project including analysis and timely adjustment of the project as needed and follow-up on audit recommendations, with all exceptions reported;
  • Aggregate reports regularly prepared on activities, outputs and outcomes, including quarterly annual and ad hoc donor reports;
  • Prepare project budgets and financial data (allocations and expenditures) in ATLAS and undertake budget revisions for relevant programme budgets as well as tracking of expenditures and commitments on a monthly basis;
  • Undertake monitoring, evaluation of the project;
  • Prepare donor financial reports in line with the GGCA project reporting requirement.
Establishing and maintaining strategic partnerships and support to resource mobilization:
  • Contribution to design and implementation of partnership and resource mobilization strategies;
  • Creation and coordination of partnerships with sister agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, and civil society;
  • Identification of new opportunities to support the GGCA and additional UNDP projects based on project goals, country needs, and donor priorities.
Providing policy advice services to UNDP partners and facilitating knowledge management:
  • Identification and synthesis of best practices linked to integration of gender equality and women’s empowerment in climate resilient policy goals and finance mechanisms;
  • Establishment of national gender-climate networks linked to international networks;
  • Implementation of relevant, high-impact advocacy campaigns with key partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Contributions to planning and implementation of events around UNFCCC negotiations and related climate and gender forums at the global, regional and national level.

Impact of Results

The Programme Specialist will support the mainstreaming of gender within UNDP programming and will improve the quality and relevance of programme and project services in the area of environment and energy. This will also impact on UNDP’s delivery on its Strategic Plan 2014-2017 and the Gender Equality Strategy 2014-2017.
